Black lettering on white is the most clearly visible.
However, it is illegal in the UK to have a white light (including reflectors) showing to the rear, except when reversing, - which outlaws the use of white reflective number plates. Yellow is the next best colour on which to distinguish black lettering.

The rear/ yellow ones are reflective so you can see the number in the dark. So coppers can read em.

Simply to show front and rear.
I believe you can still apply to use a pair of black numberplates, but I couldn't say where.
