Would Norton anti-virus cause my friend to get a blank page when she tries to get on to IE? She is in Germany and has to use Skype to conect. She can load some things like limwire and skype programs but cannot use IE or yahoo IM. How can she get them to work? IE worked every once in a while when she turned off her Norton intenet security but then it stopped working. Is there anything that I should know about?

try trillian messenger...it should work
and use mozilla firefox instead of IE

Yes,

If she disabled internet explorer access thru norton antivirus/norton internet security, or if it decided to blacklist internet explorer as a trojan (as it commonly does). It will disable usage of it.

The best thing to do is tinker with the menu of norton and reallow it, or uninstall and reinstall norton with sysrt.

if worse comes to worse, you may have to reinstall the OS, since Norton has a decency to overwrite some critical windws files.
