Do commuting miles apply?
Situation: My husband subcontracts for local stores and also has his own clients, but no office to speak of. He sometimes picks up his materials from the stores that contract him, and other times he drives directly to the customer's home. Does the drive to/from the store and/or the customer's home count as a commute or are those work-related miles that are deductible?

I have been self employed for 20 years, it does count, every work mile you drive, to and from or whereever when you are working is to be logged and will count toward a deduction on your taxes

Your husband's work location is your home, even if he doesn't claim a home office deduction. Therefore all of his travels are deductible business expenses, there are no commuting miles in his case.

His situation is tailor-made for a home office deduction if the area meets the exclusive use rules. He should seriously look into the possibility of claiming it.
