I just recently sold my car in California (it has a CA title). When I called to cancel my insurance my agent said DMV said I had to surrender my tags and plates. I've never heard of that, do I really need to do that? I filled out the release of liability form and have always thought that was enough.

You have to turn them into the state. They do this to ensure that they won't end up on a stolen car or on another car you may own and don't want to pay the registration on. Plates are issued for a specific car.

Did you sell the car to someone living in another state? You must surrender the plates if you sell it to someone living in another state. Call your local DMV and ask them specifically why.
