The employer has to demonstrate that hiring a non-Canadian will have a postive or neutral effect on the labor market. Does the employer also have to demonstrate that no Canadian is qualified to fill the job as in the United States?

Yes now here is the good news there is such a labor shortage in Canada that we have people from other countries living in Hotels and working as chambermaids. I'm waiting for them to start importing workers to work at McDonald's. In Alberta the jobless rate is so low that the only people not working pretty much don't want to. I was told once it is people who won't work or can't afford to work for min wage(won't work more than one job) or mothers on mat leave we have a one year mat leave in Canada. Or oilfield wives.You should have no problems.
