If you have not received your check by now you need to call the IRS immediately and let them know, 3 weeks mail time is past the waiting period. they will be able to take information to begin a refund trace on your check, Double check the address on your return to make sure that it is correct.
the normal wait time is 4 weeks but this will allow time for the IRS to mail out the form 3911, for the Taxpayer to receive and resubmit for the refund trace.

Something is definitely wrong---there is no way that a check from the IRS would take this long. Almost everyone I know that has received a refund check in the mail actually got it within a couple of days of the IRS mailing it. Rob is right--you do need to contact the IRS and let them know. It sounds like it was stolen....I am amazed that you had the patience to wait as long as you have for it!

First, check again to see if the IRS actually mailed the check on the date you have. Many returns have been delayed this year and the date the IRS originally gave you may have changed. The IRS "Where's My Refund?" page says you can start a trace on-line if you have not received your check within 28 days (4 weeks) of the mailing date. That said, unless the Post Office lost you check, I've never known one to take more than a week to arrive.
Rob: If you actually checked with the IRS, you would know 3 weeks is NOT past the waiting period. The fact we are both listed as "Top Contributors" is proof that the rating has nothing to do with the quality of the answers.

Rob is correct, the time frame is 4 weeks and if you call them now they will send a form for you to complete to get the ball rolling on the trace of the refund. You might get the refund in the mean time. But as Rob advised check to see if the address is correct on the return if its not then the post office might have sent it back to the IRS and if they did they can reissue it to the correct address, make sure the house number , street name, city and zip code are correct
