The Royal Albatross has an average wingspan of 3.52 meters.

The largest ever measured was that of the wandering Albatross which had a record of 3.65 meters.

Note that these are just estimates and there may be other unrecorded bird species that may have larger wingspans.

12-18 inches isn't a brilliant wingspan. i'm able to think of of no raptor that small. Kestrels have a wingspan of approximately 60cm (24 inches) jointly as peregrines are some metre (39 inches).
