As you already know, confectioners' sugar and powdered sugar are the same thing - there is no difference.

In the northwest, it's called powdered sugar and most southern cookbooks call it confectioners' sugar. In Canada and England, it is called icing sugar.

Only the size of the grains. You can substitute regular sugar by placinjg it in a food processor with a blade and running it for a few minutes.
