Just politely go over there, and tell them you have noticed he is barking a lot, andif everything is OK. This way you can find out if they are aware of it. Plus, once they are aware that hisbarking is bothering the neighbors, they may try to hush him up a little.
You say they are really nice, so I am sure they will work with you!

That's completely normal but it is quite irritating I understand. As a matter of fact I have a dog and theres never a time when it wont stop barking. But my neighbors have told me about it and I completely understand because I cant stand the dog either. My way of keeping it quiet is by handing him a bone or a toy, but he really loves baseballs. So first try giving the dog something to keep it occupied if that doesnt work then tell your neighbor in a nice way and tell them you're not trying to be mean about, they'll understand and even more because he's a preacher. First of all, consider how much of an annoyance is this barking? It may or may not be worth confronting your neighbor about. However, if it is a true problem, I would firstly suggest that you do not call your neighbor and confront him over the phone. This makes you seem rude and disconnected from your neighbor. Always confront him in person. Let him know that you think they are a nice family, but his dog is a distraction. Let him know that it is distracting you from work, school, homework, an important phone call, or waking a baby/family member. If you are an animal lover, maybe even offer to bring the dog on a walk to rid him of some excess energy. Hope this helps!

I'm sure that other neighbors are upset with the noise too.... you could calmly talk to the people next door and ask for them to do something.... or call a bylaw enforcer and complain....

Yeah, be as nice as them and give the dog a bone or toy or both to keep him occupied. Maybe you could even take him for a walk but that's stretching it.

...is it a "nice" dog...? if it is... write a "nice" note and tie it to his collar... make the note sound like it's from the "dog" to his owner and how to help him become quiet....
