He is perfectly normal. Foreskins come in all shapes and sizes, just like labia. He will grow into it more as he matures.
And with him spraying, he is just going through a developmental phase. If anything, get him to sit to pee for now until he outgrows it, for goodness sakes don't circumcise the poor guy!
And definately DO NOT put any kind of KY or vaseline on it and try to push it back. That is called forced retraction and will cause him a lot of harm. Circumcision is not healthier or cleaner, those are outdated myths, any genitals whole or cut up need cleaning with soap and water to keep them healthy, nothing more. Here is some great info for you.

For the love of god, do NOT circumcise him. That crap about stopping disease, and being cleaner is only so much garbage spewed by someone who had their package mutilated and are just trying to make everyone else as miserable as they are with their sex lives.
I am uncircumcised, and have NEVER had a disease. You just have to learn to maintain what you have. Washing is the start. Teaching the little guy to retract his foreskin will stop the disrupted urine problem. It becomes a habit that you don't even think about once you are older. You will also have to teach him how to wash properly.
The foreskin is loaded with nerve endings that make sex much more pleasurable. It also covers the glans and keeps it moist and sensitive for sex. Once circumcised, your glans builds a kind of "callous" over it deadening all the true feelings you should be having if you had not been cut. Leave him intact and he will thank you later.
God put that little piece of skin there for a reason. Doctors only want to cut because they can charge a nice fee for doing it.
As for it being long, he probably will grow into it. If not, he should be proud of it. The more it covers, the better off he will be with the ladies. Once retracted, most can't tell the difference other than there is more "equipment" for the deed.

Good for you that you allowed your son to be born *whole*, leave him that way.
As he grows, his penis will to and this excess skin should correct itself.
You may want to encourage him that he GENTLY pull back the foreskin (just a little bit, not all the way) when he's urinating, this should help the spray factor.

This is not uncommon when they are not circumcized. You need to put something like ky gelly on it and push it back every night. Teach him how to do it so he can do it in the bath tub or something.
Another choice would be to go ahead and circumcize him, the doctor will do that at any age. It really is better for their heath. My brother was not circumcized, and he just had it done not long ago, he is 38 years old but it was messing with his sex life and his urine stream and he finely got tired of it.

Wait until HE is old enough to make the decision. I was circumcised, against my will, when I was an infant. When they asked, I said WAAAAAAAA!!!! But they didn't understand that meant "NO WAY!" (Do I have grounds for a lawsuit?)

I once dated a guy like this, the first encounter I had with it was rather dark and my best description would be to say that it felt like a long piece of cloth or candle wick or something weird. He could get erect but couldn't get his penis out of the foreskin. He ended up having it operated on I heard later, not circumsized, but a surgery to correct the condition, ask your doctor about it. Its something that is easy to fix from what I know about it but not normal and has increased chance of infection.
