You can try to check with Jabatan Pengangkutan Jalan (JPJ) head quarter in Putrajaya or Johor Bahru branch.
Tell the pegawai that you really need to find the owner of the car because he is your good friend but lost contact for long time.
If they cannot help you, try check the traffic compound (saman) by using your friend's car number in JPJ. From there, you might get the address of your friend.
