Do you know this person well? If so, just politely tell them it hurts your hand when they shake it. If it is an acquaintance or someone you don't really know, when they let go say something cliche like 'quite a handshake!' and they should get the message.

I really don't think there is a kind way. You must just grin and bear it. It only lasts a couple of seconds anyway.

I personally shudder at getting 'cold limp fish' handshakes so I know how you feel.
