The highways where I live are always undergoing construction, in which they cause lots of patchwork so it's ridiculously bumpy. Then after several months it is almost never seems any better than it was before?

Dependant upon where you live the weather can also affects roadways severely as where I have lived the salting and plowing of roadways reeks havoc upon them in addition to the excessive car and truck pounding use.

First imagine if they DIDN'T do construction.

Second, imagine if they just closed the road completely til all the work was done.

Now you know why you have to drive through construction zones, and why construction takes so long.

It could also be that they're not actually fixing the road, just trying to hold it together with cold-patch and bubblegum until the city council realizes they need funding.

Although... honestly... look at how the railroads fix THEIR track and bridges, and it really puts the highway departments to shame. That's an advantage of being a for-profit corporation who owns your own roadway.

Recently a law was passed by the government that stated the highway system started over 50 years ago and the highways have been worn out terribly. So they are now being repaired all over the nation. I live in Houston, and they have been working on the Southwest and Katy freeway for over 5 years now and it seems like its been forever! It's frustrating but it has to be done!

Think of it this way. There are lets say in your town 100,000 cars and each day thy drive over the same patch of ground or highway. After that many cars drives ofver the sams patch of ground over and over it tends to break down. Then it starts all over again . So as you can see it has to be repaired over and over and over.
thus the joles and ruts.
