Without having to go to the gym five hours a day since I don't have the time. I've tried doing situps and using dumbells several times a week.

Eat healthy foods, exercise when ever you can, even if it's only taking the stairs instead of elevator etc. or walking more. Stick to your dumbbells and instead of sit ups, do crunches. These are where you only bring the shoulders and upper body off the floor, instead of a complete sit up.

You don't say how much you weigh or how tall you are. Perhaps you need to add some healthy pounds to your frame.

Are the dumbells heavy enough? How about some push-ups and pull-ups, to help develop your arm muscles?

Eat more protein. Protein builds muscles.

Try tuna, chicken breast, peanut butter, anythign with protein.
Nuts are good too.

If you change ur diet w/more protein and use dumbells, you should see some kind of results.

wear a fat/big sweater & start eating more meat. (fully cooked)

also sum sweets to get a lil junk in da trunk.
