If you are an Indian, shouldn't you know the process? We should ask you how to come to India not you. Being said that, get a visa for her and then stay in India for ever. After few years you can make passport and everything..

If you want to live in India why don't you go there and have her meet yo there? Probably much easier than bringing her here then moving there.
I am all for people who do not want to live in America leaving the country.
