**15-year-old's** don't say anything, other than "We can't do that, because it's illegal".
EDITED TO ADD THIS AFTER YOU ADDED ADDITIONAL DETAILS:
It doesn’t matter if it’s just ‘talking’ it’s talking of a sexual nature. And it doesn’t matter if you’re both 15. It’s still illegal. Once you turn 18, you can have all the phone sex you want (and long as you’re having with someone who is 18 or older).

15 year olds shouldn't be talking about sex anyways. Thats why your asking what to say. Just because you like someone is no reason to have sex, on the phone or else were. YOUR 15, you don't say squat!

Slow down hon, or you'll be pregnant by the time you graduate. I guess it's better to have phone sex than real sex, but if you do it over the phone, it will eventually lead to other things...

As long as it is just on line it probably cannot hurt. How do you know for sure he is fifteen? And I am sure he will soon want to "meet and greet". So be careful, you could get in trouble. Are you the fifteen year old? If so then just ignore it all.

I would avoid Phone sex, it's really silly. But just say the usual "I'm taking of my shirt, first button is off.." It sound ridiculous.
