36" X 4" wide piece of cs flat bar. What would it take to make it really magnatized ?

You would use dc. The amount of magnetism that remains after the power is turned off may be determined more by the material than the electromagnet you use (assuming it has reasonable power). Different materials than iron have been developed if you want to make stronger magnets. I assume cs refers to some kind of steel that has even less properties than iron to retain magnetism.

D.C. I wouldn't use more than a 9V battery. You need to be careful with what thickness of wire you'd use. Too thin a wire will burn out. And you may hurt yourself.

DC. The jack the voltage up till it explodes, then build another one and don't go that high.
