It sound sthe same sort of pitch as a childs pretend police siren, it is nighttime here so I am assuming it is a bat of some form but would love to know which one.

some sort of owl perhaps, Barn or Great Horned. Most bats are not easily heard, as their calls are very high pitched. The ones you would be able to hear would not sound very loud, and it would be quite small in size...no where near the wingspan of a seagull.

Sounds like a owl to me. Owls have a wide variety of noises they make depending on the species, not just the 'hoot' that is typically associated with them. A higher pitched voice makes me think it's one of the smaller owls but knowing where you're located might help rule out some species.

owls can have largish wingspans, plus there are nocturnal.
Depend where you live, as the bats in my area are quite small.
