my first trip to Rome, I am taking Cruise ship from Rome Citti. port, on 26th March, but I arrive Rome on 24th March evening, any suggestion how I shall arrange my trip, and I need nice clean value Hotel. Also any ideas how to get into Town from Airport and to cruise ship Port least expensive way?

From / To both airport (Fiumicino or Ciampino ?) and cruise ship port (Civitavecchia ?) you can use either shuttle bus or trains. There are easy connections with the city of Rome . To move when you are in Rome use the subway (Metro). What you have absolutely to avoid are taxis that in Italy are extremely expensive.
As to the hotel I would suggest hotel Zara (clean, not that expensive, in a nice central position close to the Metro station).

es Malto Bene, bellicimo. (very good, gorgeous).
However...value is subjective.
If you are not familiar with Italy...I absolutely suggest using a travel agent who is !!!
They'll be able to work within your budget.
All these links to websites are great background info, but the money you spend on a travel agent will well pay itself off when it comes to seeing as much as possible while there.
Remember Italy's Golden Rule....
When in Rome....do as the Romans do. (appear to fit in, you'll get a lot better treatment if you don't look like an obvious tourist.) Camera hanging over your shoulder are a dead give away! Italy has it's fair share of pick pockets, so be advised.

Try Hotel Imperiale (on Via Veneto, a sort of "Rodeo Dr" or Grand Hotel Palatino (right across from the Colleseum)
