Yes, it is possible to be a passenger on international cargo flight. I know for sure that Nippon Cargo Airlines (NCA) carry passengers on the upper deck of their Boeing 747F on route from Tokyo Narita (NRT) to Anchorage (ANC). Here is information on NCA's website that confirm that they carry passengers on their cargo, they just don't advertise it like regular passenger airlines.

I'm sure other cargo carriers carry passengers because it means more revenue (even though it just a very small amount) but it is up to the discretion of the individual cargo carriers. Some couriers use cargo airlines when there are no commercial services to their destinations.

Cargo flight are only allowed cargo. They don't have regular passenger seats and they park in a different area of the airport so they do not have the required customs and immigration facilities for passengers.

only if you work for that company and thats still iffy
(ie fedex used allow any employee to ride their jets
after a incident wtih an exployee they no longer allow it
and 9/11 didnt help either
