I need to find a school in the Richmond, VA area that a high school drop out/GED can enroll in to learn the Automotive Body/Paint trade. info/links greatly appreciated!

Try looking in the Richmond yellow pages under Techinical/Trade Schools or Community Colleges. Most of those type schools will have the kind of program you are looking for.
