Puppies? People? Drug addicts? Extraterrestrials on another world? Hydrogen powered vehicles or generators? But, your company is forced out of business because it isn't able to maintain it's overhead expenses because it gave away free water the government refused to cover without a contract? Is this the "watered down" version?

Don't know the Rest of that Story (question) but there Seems to be More of a Distribution Problem then there is a Supply Problem.
