One idea I've used is ice cream in a bag. You'll need one large and one small zip lock bag per child. For each child you will need:
3 Cups ice (there may be an ice maker in your facility)
6+Tablespoons of salt (table salt or rock salt if you can find it)
1/2 C whole milk
2Tablespoons sugar
1/4teaspoon vanilla.
Put the food ingredients in small bag. ZIP. Put ice, salt and small ZIPPED bag into large bag. ZIP.
SHAKE SHAKE SHAKE.
Hand out plastic spoons and have the chocolate syrup ready for a sqeeze into ice cream in the bag.
I have done this successfully with groups of young inner city students who came to interact at a retirement home with seniors with dementia (so I understand about special needs children.) If it sounds too overwhelming or messy, tell them you have a magic recipe; let them watch you make one batch and pass the bag around for each of them to shake 10 times. Keep passing and shaking until ice cream forms and then spoon into small cups. Good luck :)

Mini-pizzas would be fun and easy to make. Just buy pizza dough from your local grocery store, as well as cheese, pizza sauce, and pepperoni or other toppings. There probably will be directions on the pizza dough packet.
If you're supposed to make a full meal, you can make sugar cookies for dessert, which are easy and quick. Kool-Aid can come in handy as well if the kids would like a drink.

Just an idea...
How about a parfait? It's healthier, since you can put it lots of fruit and be really flexible depending on allergies.
You can use plastic cups, the clear ones, and let each kid "build" their own parfait. Make a big bowl of whipped cream, or better yet, use red-i whip, with the nozzle and the can. Precut some fruit -keep it simple..
You could also substitue the fruit with something else, and add in different syrups to keep it fun and let them get creative.

Easy Jelly Roll Trifle
6-8 servings
25 min prep
2 mini jelly rolls
1 package instant vanilla pudding
1 1/2 cups milk
1 carton frozen whipped topping Cool Whip
1 container fresh strawberries
Cut small jelly rolls into 1/2" slices. Or use a full-size jelly roll and freeze any leftover cake for another time. Thaw the Cool Whip topping. Divide it into one cup and two cup portions. Save a few strawberries for garnish. Slice the rest of the strawberries, lightly sugar them and set aside. Arrange jelly roll slices on the sides and bottom of a clear 2-1/2 quart glass bowl or trifle dish. For presentation, arrange some strawberry slices around the bottom edge of the bowl before adding the jelly roll slices Prepare instant vanilla pudding according to box directions using 1-1/2 cups milk. Let stand for 5 minutes to thicken. Fold in the 1 cup of whipped topping. Arrange 1/2 of the strawberries on jelly roll slices; top with pudding, then remaining strawberries and 2 cups of whipped topping. Cover and chill for 8 hours; garnish with whole strawberries or strawberry halves
No-Cook Grape Candies
1/4 cup butter or margarine
1 pound confectioners' sugar
1/2 cup finely chopped pecans
1/2 cup Welch's Concord Grape Juice
4 ounces semi-sweet chocolate
2 tablespoons vegetable shortening
In a bowl, combine all ingredients except chocolate and shortening. Work with the hands until a smooth ball is formed; then shape into 1 inch balls. Melt chocolate and shortening together; dip balls into mixture and place on wax paper. Chill until firm. Makes about 36.

Can you use a microwave or toaster oven?
LAYERED EARTH
In a clear plastic cup, put in layers of any (or all!) of these:
Graham cracker crumbs
Chocolate cookie crumbs
Whipped topping or vanilla yogart
raisins
chopped peanuts (make sure there are no peanut allergies, though!)
RAINBOW TOAST
For each serving:
1 slice bread
Milk in seperate bowls, tinted with food coloring
cotton swabs or new paintbrushes
cinnamon sugar (opt)
Use the cotton swabs to paint onto the bread. Sprinkle with cinnamon sugar if desired. Toast in a toaster oven.
RAINBOW FRUIT SALAD
Blueberries, strawberries, green grapes, purple plums, bananas, vanilla yogart. Add some granola or sunflowerseeds if you want.

no bake cookies, rice crispy treats, fruit salad or strawberry short cakes, if you could use a griddle quesadilla's would be good. maybe a good salad and make home made dressing, like ranch. smoothies are easy to make with a blender, fruit and yogart and healthy.

how about a simple fondue, lukewarm, no flame. You could do a spagetti sauce with intersting dunkers like rosemary steamed potatoes, mozerella bites (stirng cheese cut into bites) garlic bread, brocolli, tater tots, etc. You can get fondue pots inexpensively at thrift stores and flea markets.

Make a trail mix with all their favorite cereals and chips. Make your own salsa by mashing the fruits and don't put peppers in it (just common sense :D )
