The correct question is not "Who", but "What" holy spirit is. The KJV of the bible uses the word "ghost" instead of "spirit". Holy spirit is not a person or part of God. God is himself, he doesn't have parts. Holy spirit is the active part of his will. When Jesus commanded us to baptize in the name of the Father (God), the Son (mediator between God and man), and the holy spirit (God's active force), he wasn't saying that the holy spirit was a person. It's like saying that if a cop yells "STOP IN THE NAME OF THE LAW" then he's saying the law is a person, when we all know that the law is a standard set forth on a piece of paper! You need to study the bible more to realize that there is no trinity. God is ONE God, as stated in Deuteronomy 6:4, Malachi 2:10, Mark 12:29, 1 Corinthians 8:6, 1 Timothy 2:5. Don't be afraid to look these up! The truth shall set you free!

God the Father: He is the Father of Jesus who made Mary become pregnant without having a relationship with a man.
God the Son: He is Jesus, the One who is birthed by Mary.
God the Holy Ghost (or Holy Spirit): He is everywhere at once. Sometimes you can feel Him in your room, but even if you can't He's still there... being invisible.
All of these beings are 3 in 1. The Holy Trinity.

The holy ghost is the helper, the spirit of Jesus that God left inside of you. The bible says that he (it is a he, part of the Trinity) will pray for you in groanings not utterable in words. He knows all of your needs and is in direct comunication with God for them. Some other good verses to look up are 1 Corinthians 14: 2-15 , 18,24 Ephesians 6:18, Jude 1:20 and pretty much the entire book of Acts. The holy spirit enters you when you give your life to God.

Different people will interpret the Holy Ghost/Holy Spirit differently. In my personal spirituality, I try to think of myself not FROM God, but rather OF God. The Holy Spirit then is the presence of God within myself. If I will but let it, it will guide me and show me the right thing to do in most any situation.
The thing I don't understand, or accept, is the need to so literally follow every word of the Bible, and certainly not the dictates of self-righteous ministers, when I know that the Will and presence of God resides within myself.
But that's just my personal take on the subject.

The Holy Ghost/Holy Spirit is what gives you strength in your daily life. It is He who gives you knowledge, fortitude, fear of God. He consoles you in times of affliction. He does the same thing the Father and Son does in your life. They are One and the Same God. THe Spirit has seven gifts (I can't remember them all) but search Catholic encyclopedia.

First, please understand that calling them the Father, the Son and the Holy Ghost is for us.
God, the Son (the voice of God), the Holy Ghost (the Will of God / Hand of God). Do you understand? Your voice and your arm are part of you, but they ARE NOT YOU. So, the Son and the Holy Ghost, being the word / voice and will / hand of God are of the same substance as the father.... But are not the Father on their own.
The only thing that makes the trinity hard to understand is that the words we use and the "size" / "power" of God make it a little hard to define.

The Holy Spirit is the eternal, third Person of the Trinity, which was present during the initial Creation in Genesis.
Upon the death and resurrection of Christ, the Holy Spirit became what is termed in Greek, a Paraclete, ie One that comes along side, or "Helper". In the days before Christ, the Holy Spirit was with an individual or prophet. After Christ, that changed, and now the Holy Spirit comes inside the individual believer. That is why many Christians denote themselves as being "Spirit filled believers".
John 14:26
Jesus said, “But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you."
John 16:13
Jesus said, “...when He, the Spirit of truth, has come, He will guide you into all truth; for He will not speak on His own authority, but whatever He hears He will speak; and He will tell you things to come."
1Co 2:10 But God has revealed them to us through His Spirit. For the Spirit searches all things, yes, the deep things of God.
1Co 12:11 But one and the same Spirit works all these things, distributing to each one individually as He wills.
