In person. Depends on your situation, but I think it will be cute to take her out to dinner first (give her flowers before) and then tell her there at the restaurant. Just tell her straight-out.

Don't be nervous, don't fright. Be confident. Be optimist; don't expect rejection already.
Be prepared. Rehearse her possible replies and your responses to it. Believe me, if you are sincere and truthful in your feelings, she would know it and she wouldn't gave you nasty responses like "Have you ever seen a mirror?" She would be understanding even if she, for some reason, sees it fit not you respond positively to you.
Come on, you've known her well enough to say "I love you", so she has also known you well and you can go ahead confidently.

It all depends.

If she's your girlfriend:
Tell her, she'll most likely be happy about it!

If she loves you:
Tell her by just saying it! Words are stronger then you think.

If she's your friend:
Be careful with how you say it. Approach her but just telling her that you've had strong feelings for her lately and see what happends.
Be careful with this though! You don't wan't to lose a friend.

If she's just another girl you see around but you've fallen in love with her:
Get to know her and talk to her. Don't just tell her, wait it out and see what happens. Then tell her!

If you really love her tell her with an assortment of ways!
ie. Flowers with card. Card. Phone Call. Message on score board during half time. E-mail. Flowers. Chocolate. Spontaneous messages around where she hangs out ie. Jim <3's Jane etc.

Or if it's the I-HAVE-A-CRUSH-ON-YOU-LOVE-YOU type of thang just walk up to her and say, 'hey ____. You probably _____ me but for the longest time I keep thinking of you and, well, I ___ you!

Put out feelers. Dont ever tell her directly. Try and get her to do some things together. Then try suggesting you go out for a beer or a coffee. Her demeanor should tell you if she has any interest. Take it from there.

Don't tell her anything. Make eye contact and see how long it last and if there is a "spark". Then next time you see her do the same thing until you know there is chemistry.

Start up a conversation. About anything, sports, the weather, food, whatever. If she's uninterested, don't waste her time. If she seems to like you back, go for it. What's the risk? If she likes you, great, go out. If not, you don't want the sleeze. Good luck! I hope this helps.

If you take lot of time to tell her. someone will tell her that I Love you. then you are unlucky. all good things should be done immediately whatever may be the results.
