If there are parking meters, they belong to the city and the retailers can't do much but petition the city to remove them. If it is a lot or garage that charges fees, a lot of the retailers do validate the parking tickets. That way they make sure they are only paying parking for customers who are actually spending money in their store and not on another store's shoppers or lookers. Why should they pay parking on someone who just wants to get out of the house for a while with no intent to buy?

Absolutely correct. All parking should be free, as should public transport. Retailers, as well as everyone else, would love this. The problem with expecting retailers to pay our parking charges is that they would simply pass this extra cost on to the consumer through higher prices.

Not a very feasible thing if you think it through for a moment - how would which retailer know if the customer had even come by car...............

Most shops have their own car-parks these days anyhow, and won't charge you if you go in their shop, (even if you don't buy anything).
