You should use a shampoo with tea tree oil in it. Try Paul Mitchell's Tea tree shampoo and conditioner or you can get the generic versions from Sally's beauty supply.

Sounds like mold/mildew to me.
This probably was caused by you not drying your hair properly. If you air dry that is great. But make sure your hair gets good air circulation and completely dries before you sleep on it.
I would suggest you do a pre-shampoo rinse with 4cups water, and approx. 10-12 drops of tea tree oil. let it sit on the hair for no longer than 10 min. then wash your hair with a clarifying shampoo with tea tree oil, and condition with deep condition.
Brand and Products I suggest:
-CREW, Tea Tree Shampoo
-Modern Organic Products Basil Mint Shampoo
-Aveda Hair Detoxifier
-Knotty Boy Dred Shampoo/Shampoo Bar
* You can apply a few drops of tea tree oil to scalp in the future after shampoo and conditioning, it will not make hair greasy and will improve scalp health.

It could be one of the hair products you are using. Also make sure you clean your scalp well. Use a clarifying shampoo once a week.

....Have you washed it recently? If you hacve, try changing shampoos....or....it could be your water.....I honestly don't have a clue.....
