I am an atheist, and got married in a wedding chapel, officated by a friend of the family (who happened to be a family court judge vested by the state and county of New York to marry people).

I got married in a wedding chapel.

Everyone said it was the most non-boring ceremony they have ever been to with the most meaning,

we did the symbolism of the ring, the lighting of the candles,
The minister went over the meaning of marriage and the deep societal, spiritual meanings of family,
it really was the best.
And the chapel was beautiful and intimate.

My brother is an atheist and he got married at a chapel because his wife believes in God.

I got married on Sunset Beach at sunset on Rarotonga in the Cook Islands. By a church of christ minister and a Maori priest. How do you like them apples.

If they wanted to just get married without any fanfare, they might go to city hall. If they wanted to choose a nuetral site, they could choose a chapel or a nice park or beach. If they wanted to please their religious family, they might do it in a church.
