The best thing for chapped hands is Udderly sMOOth utter cream. Walmart has it. In the UK, I don't know.

If they don't carry it look to http://www.notjustforcows.co.uk/ You can either order it from them or look at the type of bottle that it comes in. I can never remember the name and always ask for the bottle that looks like a cow on the cover.

It's the best for hands. Buy the round jar. It seems to be more concentrated.

Try wearing latex gloves because no amount of lotion is going to defeat constant exposure to cleaning products.

You have got to get to the point where your hands aren't exposed to the chemicals for several days in a row and then you should see less chapping and splitting of the skin on your hands.

Smother your hands with vaseline and pop a pair of woolly or cotton gloves on.
Leave them on your hands for an hour and your hands should be nice and soft.

have you tried using barrier cream: prevention rather than cure? I believe norwegian formula hand cream is used by fishermen. Or maybe a gardeners salve.
