I own several AK's and variants, the 5.45x39 cartridge is a fairly potent round at closer ranges, comparable to the 5.56x45 round. Altho I've never heard of a Tantal, i have fired a few polish rifles and their quality seems to be there. I've never heard of a class A high capacity license, sounds made up to me, some states will regulate the amount of rounds your magazine can carry, most don't. Even if your state has a law regarding high capacity magazines, you can always get a 10 round magazine for the rifle and be legal.States like Kaliphornia must have detachable magazines for rifles welded in place if high capacity magazines can be used on the rifle, in other words, an AR style rifle would have a 10 round magazine welded into the well, and the entire upper of the rifle pivots on the take down pin to reload it.This is not possible with an AK style weapon. Check your states regulations before buying the rifle to make sure it's legal to own.

You need a "Class A high capacity" license to carry some heat like that. A friend of mine is a retired state trooper, and he got an AR-15 from that site, and it's worked out great for him.
