It means that the person does not want to have a committed relationship. He/she wants to be able to do whatever they want without having to worry about someone else. For me, being free would mean that I can go out with whomever I want to, do whatever and then go home alone. I could eat what I want, then go wherever I on my days off. It means not being "tied down" or having obligations to a person.

I would take that as the realtionship is more than they can handle right now and they feel like it is controlling their life. The freedom can mean not wanting to be in a realtionship at all, or the freedom to sleep around...your call!
