Competition. When talking with young men and women about serving their country, Army recruiters understand that the other services are also talking with you. The Army, IMHO, has the best benefits compared to the other branches, you maybe mistaking enthusiasm with aggressiveness. As far as quotas go, Most Recruiters are on a "Mission" for 1 or 2 individuals to enlist in a months time.

If you mean recruiters, they do have quotas to fill that is true. But they are not working for a commission.
I think that as any sales person needs to present something often and in a good light they do too.
I think that when they continue to call a recruit its only because the potential expressed some interest. If someone is bothered by them they need to be upfront but most 17 year olds haven't developed that quality yet :)

Are you talking about recruits or recruiters? Recruiters are aggressive because they have quotas. if they don't meet their quotas they will be punished by having to work longer hours or getting a bad evaluation report. The Army is having problems getting people to join the Army despite lowering standards and recruiters are suffering.

During boot camp (initial entry training) the Drill Sergeants take that civilian and their ways and strip it down. They then build up the recruit to Army standards. They teach them to be aggressive, confident, team player, and to also think and lead. The military is no place for passivness. You will find however, that the American Armed forces is one of the most passionate and compassionate in the world.

Same reason that telemarketers and salespeople are so aggressive. They have a product to sell, a quota to meet.
