maybe it is slow and you arent noticing it. try tugging on your hair a bit to get fresh blood. also try buffing your nails together. i dont know how that works, but it does!

Your hair is breaking off at the ends - the most damaged and dry part of the hair strand. Lightly oil the ends, after using water, to seal in moisture. Stop brushing and handle gently.

the problem is you have damaged hair if you have new growth and you dont see any difference in length that mean your old hair is breaking
