Usually between the shoulder blades, or on the side of the neck - but as has been pointed out, they can migrate.
However, if you can FEEL the bump, it's unlikely to be the chip. It's only the size of a grain of rice, and under the skin and fur, it shouldn't be possible to feel it. I know exactly where the chip is on my cat, and I can't find it by touch anyway.
The bump you feel might be anything - from a bug bite (or a tick) over and abscess to, in the very worst (and unlikely) case,a tumor. Better get it checked out asap.

Below the back of the neck between the shoulder blades with a deep subcutaneous (under the skin) injection. How old is your dog by the way? You will have no problem with migration if you follow the instructions that came with the procedure and what the vet\breeder or whomever did it. Microchips are sealed with a special smooth coating. This coating, once in contact with body fluids and subcutaneous tissue, helps the microchip stay where you put it. You can take your dog to the vet and have them scan for the microchip just to make sure its still in place, and please have them take a look at that bump and make sure it isn't something cancerous. Do it before its too late and you have an even bigger problem and have to pay more money.

Microchips are injected between the shoulder blades. Initially, they could shift slightly (a centimeter or so in any direction), then scar tissue develops around them and they stay in place for the life of the dog. A microchip would not migrate to the side of the animal. You should have your dog's bump checked when you get a chance.

Is this something that has just started? If so you should defiantly see a vet--this could be the start of a tumor weather it is a fatty tumor or a cancerous one i can not say--keep an eye on it to see that it does not grow or change in shape--if it does start to change see a vet A.S.A.P. as for the microchip---They may migrate a little in the beginning but they don't tend to float around forever--a lot of times they are implanted between the shoulder blades-other vets will insert them in the left shoulder.

Microchips are placed between the shoulder blades. If a microchip has been inserted incorrectly it can however migrate to other areas or even work it's way out.

Microchips should be implanted between the shoulder blades of the dog. However, if the chip has been improperly implanted they can migrate. The only way to find out if it is a chip is to have it scanned.

Microchips are implanted inbetween the sholder blades. I would get your dog to the vet as soon as you can. He needs to be examined and given vaccinations and such, and that bump should be checked out.
