you want to do one at a time just use MSPaint open the file then choose "save as"
if you want to do a bunch at a time then use Faststone Image Resizer it does what the name implies but you can also add text, watermarks and change the format (from .jpg to png. for example) you can find it here

Microsoft Paint.

1. Click on "Save As"

2. On the drop-down arrow on image type/format, click "PNG"

3. This will save a copy of your original one with PNG format

ACDSee version above 4 can do a lot of things for you including file format conversion and image resize.
