How to effectively cut their herd size to almost nil?We did file complaint to but got nothing...

Trapping is not an effective solution, temporary at best, unless you figure why they have started to populate your town they will simply move in again. Is someone feeding the birds ? Is there a breeder releasing them in your area? New farms giving them a a food source ? You have to address the problem at it source. In many places there are laws to prevent people from intentionally feeding pigeons to limit the resources available to them, some cities also have managed pigeon colonies, basically trying to get the pigeons nesting in a specific area, clean and maintain the colony but also destroy eggs as they are being laid, they aren't eliminated but at least there are fewer pigeons and they tend to be healthier, less parasites and offer competition to the ones that aren't from the colony, a compromise if you can't eliminate what is attracting them.

File a complaint with the Health Department.
You could hire a licensed trapper. Be sure they ARE licensed (that's the reason YOU cannot trap or otherwise get rid of the Flying Rats)
Best way they'll get rid of them is trapping.
Attempting to poison them never fails to go awry -- kills non-target species.

Cut off the source of their food.
Fly a kite that has the silhouette of a hawk.

Manure is horse poo, you dingbat. And also a herd is for horses too. Talks tomyself: Ai, these people are clueless!!

I hate pigeons too.
