The one child thing is a tough call. I believe in limited government and child control is the ultimate form of intrusion. Education is the key. The few upperclass people of Mexico just don't have more kids than their resources will support, simple as that, and they're also Catholic. I don't think your religion dooms you to having a village full of children.
Of course the Mexican governent should allocate some of the under-the-table money out of their pockets and into building the education system, but that's only a start. Pure money spending on education should primarily go toward infrastructure - building new schools and rennovating existing ones in order to provide a reasonably comfortable learning environment. Just throwing more money at a problem doesn't work though - just look at US educational spending. Spending is astronomical, yet we spend more and more.... but are our kids' performance getting better and better? No.

To my belief democracy only works in countries with high education: No Latin American country other than Chile and Argentina have a considerably high education in the general population. To my view, they should establish a socialist-type of government that ENFORCES education and reduces corruption. After all the people are well-educated, then democracy may be considered. I think Cuba is more than ready to turn into a democracy, since their illiteracy rate is 0% See what I mean?

In China they have discipline and a continuous government even though is not perfect but a government. In Latin America there is no discipline of the government or the citizens and no continuous government. The government all they do is to fat up their pockets and then come to the USA or Europe and live like Kings. How could you ask a question like that, when they are always blaming the USA of their miseries and problems and not them self. See all the demonstrations that are taking place in Latin America because of the visit of the President of the USA. They hate us, just want us to send them our dollars and stay away of their countries. The one-child policy is vital for a good economy, in my opinion it should be applied everywhere. Look at Saudi Arabia, they have a lot of oil but the unemployment reate is very high because they still get 5-10 children per woman.

Being educated is an admirable notion. But using that knowledge to contribute to mankind is essential. For the most part that is not happening.

It wouldn't work. Hispanics are generally devout catholics, which currently have policies of "birth control is bad" and "if we can't convert em, we'll breed them out." Plus being from poor communities, there isn't a whole lot to do for entertainment besides have sex, Thus each of them are popping out a new one every 10-12 months.

Mexican Nationals average about a 12 year old mentality. Sex, decorations, cars, dress, business fronts, on and on! Education education education, but not on my dollar! I'LL GLADLY GIVE MY HARD EARNED MONEY to deport the invaders, but I will no longer finance this organized crime that our own government is involved in!
