With a backrest and provision for inclining, the chair needs a wider base and a more stable centre of gravity. A stool may topple.

the more legs a chair has the more difficult it is to tilt over with it.
people do not tend to sit on chairs like if they were screwed to them. soo every chair with a person on it has the tendency to tilt over once a person starts moving on it. normally a three legged chair would be enough, but it turned out that it's too easy to tilt over with it.

since business has to pay like $8 mio. cause someone is too stupid to know that coffee is a hot substance which can cause burns, you can imagine that it wouldn't look nice to have all these stupido-tags on the chair warning that 'it might tilt easier'. therefore you get 4 or more legs with that the chair has a larger base and is more stable.. problem solved

another idea in four legged chairs was.. where do you put your legs ? have you ever tried to stow your legs under a three-legged chair ? its difficult, cause the legs are in your way.

It is very important that a tripod (or a stool) be stable, that is not rock or wobble. Since 3 points define a plane surface, a tripod will always be stable.

This is not a scientific answer by any means and I am just guessing but I think it's because a chair needs to support the full weight of a person where as a tripod is more designed to hold cameras, equipment etc. Thanks.
