If your parents are overseas and are not citizens of the United States and you're here for education, you would be an independent student. However, when you do your FAFSA, you will probably be a dependent ant student, but go to your schools Financial Aid office and ask to be considered for a PJ (professional judgment) or a dependency override. The department of education does see that if your parents are overseas, you will not have to include their income.
