I'm not sure how the race thing fits into it. Why doesn't she just call her by her first name? Anything else would be weird.
Or you mean what to call he in relation to herself? Why not her son-in-law's-mother. I think in-law titles are silly anyway. Just call people by their name. And if someone doesn't know how they're related, just tell 'em "she's the mother of my daughter's husband"
Simple enough.

Filipino's typically courtious and respectful. Just tell to your mom call your mother in law by her name. Americans will not bother, but if your mother not comfortable, let them talk and tell your mother to call your mother in law "balae" and then explain to her( your mother in law) what does mean...somehow she will appreciate that.

I know that many cultures have a word for all of these complex family relationships, but Americans don't. She should call her by her name. This won't cause any offense.

here in America they do not have special word for in laws they call them self in law relative usually just call by their name good luck ..

i hate fillipino parents. i was with a filipino girl and her parents were so mainstream-typical-filipino parents. so annoying. i think they all read the same book on how to be a parent.
who cares what you parents think. you love the guy right?
