women used them to symbolize their virginaty as well as it worked well for holding up their stockings.
Its now just used for the groom to take the garter off with his teeth durning the reception and toss it out to the single men, its the man verson of the bouqet getting toss. Who ever catches it will be the next to marry.

It was originally designed to hold up a stocking or sock. Tradition also states that the Bride wears two garters. One to keep and one to toss. The one you keep goes on first. Tradition also has it being worn on the right leg.

I know it's some form of tradition, but I can't tell you where it started. It symbolizes the protection of the virginity of the bride going away for the husband.
All I can tell you is that I like it because I get to see 2 sets of legs at a wedding. Other than that, it's basically meaningless.

Women used to use those to hold up their stockings. Nowadays they wear pantyhose but they put on the garter anyway so they will have something to take off and throw.

This is a custom which really isn't used much any more, because it's so sexist. The bride would have it on her upper leg, then after she had thrown the bouquet, the groom would take it off her leg and fling it to the single men. Most women find this offensive, so have switched to just having for example, a little bundle of chocolate kisses to throw.

There was a very old tradition that involved the guests chasing the bride and groom up to their "honeymoon suite". The women who were able to grab the bride's dress were rumored to be next to be married. Many ripped clothes and injuries later they got smart and had the bride toss a piece of her clothing to the mob to distract them.
