What are the attributes you are comparing him against? For the sake of argument, let's say they would be:
1. omnipotent;
2. compassionate, and;
3. merciful.
Michael Moore once said of George W Bush that a man who loves his dogs can't be all bad. So that's No. 2. And Michael Moore also said that the Bush family helped him to start his career in documentary film-making, so that's No.3. But Michael Moore's film Fahrenheit 9/11 showed that Bush was clueless about a lot of things that were known to many others. So he misses No.1.
Therefore George W Bush isn't god; disguised or otherwise.
