Navy would be my answer also. Between ships, boats, cars, trucks, construction equipment (Cb's), aircraft and support equipment their gas bill has to be high. I'm a Navy vet and have seen it first hand... The Coast Guard would only be under the Navy in times of war if I remember correctly. The Naval Air Force is almost as big as the Air Force. If you think about it the Earth is 80% water, with antisubmarine warefare and such they have alot more ground to cover. If you throw in the nuclar fuel used on the subs and carriers I'm almost sure the Navy is the correct answer..

Id say Navy..it takes tons of Bunker C(fuel oil) and kerosene(turbine fuel for the newer ships) to keep the ships at sea, also jet fuel(JP-4) and other lubes....a ship is much more of a drain on fuel resources than a plane...

I found on the internet that the USAF spends up to $5 Billion dollars on fuel. Couldn't find much for who consumes the most though. Sorry.

It's kind of a game played between the branches of the military. Every year they try to get more equipment that burns more fuel, and more budget to play war games. The winner is the one who uses the most!

Navy owns more planes than airforce.Plus a ship in the 600ft range can burn 1,000,000 gallons in 3weeks of slow cruising
