its best you get her started on lip gloss, the starter make up most calls it. it looks appropriate for her age as compares to makeup and less expensive too. dont get her to wear foundation, this will ruin her skin, anything that a mature woman or someone in her 16 onwards will use will harm a young person's skin.

I would hold off on the expensive makeup until she gets application down and gets a little older. I would get her some lip gloss(clear or colored) and some clear mascara so she get practice applying that. Maybe a pink blush but other than that I think she'd start looking too made up for 11.
Try getting her a cute little makeup bag so she can learn to take care of what she has. Target has a great cosmetics section with some great brands for "tweens".
Good Luck!

She only wants the 'really good brands'? Meaning $$$? Start her off with inexpensive drugstore stuff to start. Rimmel, Wet n Wild, Milani, etc. all make some good products. A lightly tinted lip gloss and maybe a bit of lightish blush should be about all an 11 yr. old should be wearing anyway. Maybe a clear mascara too.

At your sister's age she should only wear the tiniest bit of makeup--maybe some liptint and a little powder--MAYBE some mascara. Since she is so young she shoud still have pretty baby skin so she won't need foundation. If she wants expensive make-up tell her to get a job. Cover girl or wet n wild shuld be just fine.

Hmm...you don't want anything heavy. Start her out with a little colored gloss. On young faces, just a little goes a long way. Now concealers or anything like that. Also, ask her why she wants to wear makeup. Is she insecure about her skin? If so, tell her that her skin should be starting to get a little weird, and that putting things on top will just make things worse.

If she wants to wear makeup let her. I used to do this kind of stuff when i was 11-12 but dont let her put foundation on till she is older. Mascara and lipgloss will be fine for her age. Just try letting her avoid eye-liner foundation it can damage her skin at such a young age

She's a bit young for makeup, so she should wear natural colors and stay away from dark colors like black. She should go to a makeup counter at your mall or at a department store and have a makeup consultation.

Well, I suggest you help her find the Mary Kate & Ashley brand make- up for her. 11 years is really too young to wear expensive make-up. The marykate & Ashley make is kind of expensive so she won't think its too childish. I also suggest getting light colors like light pink, yellows, and other colors to start out with so she doesn't look to old for her age.
Hope this helps!
