There are actually some barkers in Burnham Park who peddle hotel room/inns for a cheap price. They come into open starting 6:00pm. You can ask from them. They are friendly, don't mean any harm. It's just their strategy to earn a little money.

You are not gonna find an inn for 500 pesos in Baguio city. You might if you work for the govern, ment. If you do, go to COMELEC. It;s this vacation quarters for philippine governemnt workers. Anyways, I would rather stay at a hotel since mosto f the city is haunted. Especially, teacher's camp. That's another government ran facilitiy. About that behind the airport thing.....h.m......if oyu want to sleep with spirits of ladies who were raped sure....

I can't remember the name but there is this place in Baguio that's like 400 a night, but you have to sleep in bunk beds with all the other people there...somewhere near the Veniz hotel just ask around when you get there. But if you don't find it Teacher's Camp is the safest bet, just remember to pack as much religious stuff as possible as there are lots of ghosts there..wooooooooooo!

Maybe there's a hostel somewhere, but I wouldn't hold out much hope. Besides, Baguio is not my bag.
