There is no measure by country, because although different governments in power have different policies, the very word "humanitarian" applies to individual human beings!
Mother Teresa of Calcutta was a humanitarian, as was the Mahatma Gandhi (just to name two). This does not make India a humanitarian country.
Martin Luther King and Frederick Douglass (just to name two) were humanitarians. This does not make the USA a humanitarian country.
Louis Pasteur and Pierre Curie (just to name two) were humanitarians. This does not make France a humanitarian country.
There are and were great and notable humanitarians coming from every country on the planet, yet their existence does not even begin to imply that their humanitarianism was universal.
Just to address those who think India is the most humanitarian, how do you reconcile the caste system and the practice of killing female babies (which has only recently become illegal but is still widely practiced)?
To address the person who thinks Switzerland is, what about the Nazi gold? And what about the fact that Jews who were smuggled into Switzerland from France and Italy were handed over to the Nazis by the Swiss?
If anybody were to claim the title, I imagine the most worthy would be a small nation like New Zealand or Iceland, where the European settlers did not kill off the indigenous people and instead celebrate their cultures.

IN each country the humanitarian consideration is there. Civilisation,modernisation and etc makes human life very mechanical: So in most of the countries people have no time to think and do anything even to their kids or parents:then where to think about the other es and humanitarian consideration
Where there is good education, civilisation,following of old tradition and etc will make the people to have humanitarian consideration:

The French. On a per capita basis, their contributions to humanitarian aid outstrip all other countries.
Why? Literacy and religion, perhaps.
US gives a lot of aid, but frequently it is devoted to military aid. French aid tends to be something like Médecins Sans Frontières(Doctors without Borders). Have you never wondered why there are so many French aid workers in the godforsaken areas of this world?

I have to say that the US is the most humanitarian, world wide.
We are the leaders in aid when there is an earthquake, tsunami, famine, etc.etc..
We don't worry about what country it is as long as they will let us help. I mean, look at what we did for Iran, Pakistan, and Indonesia.
All the other nations are good to their people and I wouldn't want to take away from their accomplishments, but most of those nations help their own and do less outside their borders.

i think germany offers more humanitarian aid at present?!? Being destroyed almost totally after World War I & II, they have gone through the difficult years of rebuilding... Now that they are an advanced nation, they like to contribute towards building a better and egaliterain world.

Hi,
If you study the history of world you come to know that, INDIA(Hindustan) is only country is most humanitarian forever.
Even Americans and whole world was accept our "MAhatma Gandhiji, Swami Vivekananda, Basavanna, Vinobha Bhave, Ravishankar, Rajaneesh" , a lot saints was in this country.
The only peacefull country in the world id INDIA (Bharath)

USA is the most humanitarian country. No other country had given more aid to other countries than the Americans.

The United States - Constantly coming to the aid of countries in need, financially or military wise. (Hence our high deficit) Helping poverty and disease ridden countries with medicine and medical care. Waging war against terror to not only protect our country, but all countries in the entire world.
