You can buy a Samsung X830 sim-free from FonePlanet for £189.99 - http://www.foneplanet.com/default.asp?showpage=productinfo.asp&pid=1144193
But, you may find it cheaper buying a contract phone. As, the tariff's and cash backs are very complicated - I use http://www.onecompare.com which will find the cheapest deal for your phone based on your answers.

If you want a mobile without a contract the best place to buy is ebay ( buy any day apart from friday, saturday, sunday and thursday night ) the reason for this is that they tend to go for more as many people still have there weeks wages, if you want a contract phone then you carnt go wrong with vodafone as they do something called `stop the clock` which means they only take 3 minutes away from your total minutes when you call anyone for upto an hour.
Do not go with `Three` as there customer service is absolutely shocking, they simply cannot understand english as they are based abroad hense the cheap rates that `three` offer.

Phones 4 U and Carphone Warehouse have great deals. The pink Samsung E370 is £70 there while its £110 in Woolworths. I'm not saying to get that phone - I'm just making a price point lol.

The best place to a mobile is from the network dedicated stores. Like for example Orange, Vodafone etc. They can offer inpartial advise about choosing a handset and also the right tariff. For an even better deal go the network dedicated website. Good luck.

let me tell you sth....the best place to buy mobile is online. Why?
They got loads of amazing deals better than high street stores.
Some website even got 12 months free line rental offered to customers.
Online stores requires small startup cost and the cost to mantain website is relatively small to high street stores and they still got huge commission paid by network companies(thanks to fierce competition between UK network companies)
Therefore to entice customers they offer really amazing deals you couldnt find in high street stores such as 12 months free line rental so that customers will sign up.
IF you think that the wont get profit from these you are wrong because they think they are smarter than us and they already set up the psychological trap for us,customers.
This is because after our free contract ends, they will keep offering new deals for us to upgrade, and none of them are 12 months free contract anymore. This pattern will continue till many years to come(if we dont bother to change network). They already get their profit back.Smart eh?
So time to get our consumers revenge and to answer your question.
Decline the offer to upgrade and buy from http://cheapphonehut.co.uk because this is the mobile comparison website that compare all the deals from all top uk mobile online stores such as e2save,phoneboxdirect etc. They got the newest deals on new mobile such as N95,N93i and of course 12 months free line rental.
Save your time, energy and money above all!!
(I myself bought Nokia 5300 for 10 months free line rental)
**if you want to buy PAYG i personally recommend ebay
but why dont give a try at 12 months line rental?
Free New phone, free mins and texts through out the year.
All you have to do is send bill and cashback form back to them to get back full cashback on what youve paid and discontinue the contract at the end of the 12 months free period.

But i don't really know.
Ive been with em for years.
£35 a month 600 crossnet 50 texts. And the best phone when its out on upgrade.
You can probably do better, but by how much. And is it really worth it.
To sum up
Ebay for second hand phones.
o2 for contracts.

i'd go to carphone warehouse they have a good selection at reasonable prices and come already unlocked so should you want to use an existing sim it's no problem. i have bought all my families phones from there and we have had no problems at all.
