Yes most of the time they are. They usually pick on some one weaker r lower in the chain than they are because it makes them feel more powerful. They also try to get a reputation as being tough by picking on the weak and avoid being threatened by stronger people.

Bullying involves the tormenting of others through verbal harassment, physical assault, or other more subtle methods of coercion such as manipulation. There is currently no legal definition of bullying.
In colloquial speech, bullying often describes a form of harassment perpetrated by an abuser having more physical and/or social power and dominance than the victim possesses. The victim of bullying is sometimes referred to as a target. The harassment can be verbal, physical and/or emotional.
Norwegian researcher Dan Olweus defines bullying as when a person is "is exposed, repeatedly and over time, to negative actions on the part of one or more other persons.". He defines negative action as "when a person intentionally inflicts injury or discomfort upon another person, through physical contact, through words or in other ways." [1].
Bullying can occur in any setting where human beings interact with each other. This includes school, the workplace, home and neighborhoods. Bullying can exist between social groups, social classes and even between countries (see Jingoism).

A few points.
1. Your outnumbered by bullies, they come in all types and genders.
2. They use other people and authority to condone their behavior.
3. They don't start anything that they know they can't win.
4.They need an audience. Preferably your crowd to embarrass you in front of.
5. They have a goal of some type, but a simple bully will only want to crush your self-esteem. Especially if you've earned some type of acclaim.
6. They are very much afraid of the unknown. Tell them nothing. Don't make peace with them, don't do their bidding.
7. Bullies of the opposite sex can be troublesome, you can't get rid of them by opposing them or bettering them, either way they will hang around and try to run off your sweetie. Have sweetie call their mother and tell on them.
8. Avoidence is best policy. But know some martial art.

Not always, but sometimes. I always back them down, regardless. If you give a bully a mile, he will take it ALL!! I was working somewhere once, and we had this one girl who was HUGE. And appointed herself the de facto boss of the other workers. Uh huh. And I just had to be the "different" one. So one day she was whining, and yelling at people, and I'm a person who takes a lot, and then one day it was enough. I whipped around and faced her and literally backed her *** up. I was hot. She shut right up and was more quiet after that, but still a pain. But that sent the message to the other workers that she could be dealt with.
And in other bad situations, I never get harrassed. I do try to avoid those type of people when I can, but when it's in your face, don't act scared, even if you are. Act very confident, and eventually you will become that way. It will show in your body language, and you will be dealing less with those types.

Nearly every bully I've ever met, is taking out his frustration at being bullied elsewhere.
I used to work for a guy that was the world's biggest bully. He would yell, scream, curse and even threaten to hit some of his employees. But not me.
After I met his wife I found out why he behaved the way he did. His wife bullied him around all the time, he was miserable, and he took it out on his employees.
Most bullies are like that and most bullies will back off if you stand up to them. I did. The first time he came in my office, hungover and screaming, I stood up and told him that I could quit right that minute. He got madder, then left. Then came back a few hours later and apologized. Chicken.

Some are. Bullies only become bullies because of their upbringing which is probably unstable or violent. The real cowards are the ones who pick on someone who wont fight back, and are only nice to people their scared of.

The bullies I've encountered weren't so much "Cowards" as they had their own personal issues going on that they had to make someone else miserable/let it out/or take it out on someone else I guess (such as parent's divorcing, etc...)
I don't know about cowards, I'd say hurting, sad, jealous, or with secret low-self esteem that has to be boosted by making others lower.

They r mostly braggarts & showoffs who deep inside hide a feeling of insecurity. Most of these guys r weak & demure at home who don't have any say or r overshadowed by their siblings, and try to make it up in school or elsewhere with a bunch of likeminded cronies.Give it to those guys in your debate... oh! by the way on the way home take a couple of friends, lest u r waylaid & strangled by those hoods.

bullies act on their own insecurities by putting down the people they see with similar insecurities or the weaker person in the crowd to boast themselves up and look superior to others, usually some peers or even an older group to gain a position of superiority over the younger group

I think some are. They are insecure about something and need someone to lash out at. But, just like every other labeled group of people I think there are various other reasons for their behavior like home life, poor socialization, boredom, and some are just plain mean.
