I am assuming that you are referring to the instrument cover in your car. Clear plastics can be cleaned off with a normal brass polish. Choose a liquid brass polish like Brasso or a wad polish like Duraglit. These are not so abrasive and give best results on clear plastics. Just rub it on the plastic surface and buff it off immediately with a soft cloth. Do not leave it on for long time so the chemicals do not react with the plastic. Try a small area before, just to be safe. This should remove any stains on the plastic and even if you have any light scratches it will make them less visible.

A damp shammy, give it a wipe with that, then just use a window cleaner, if you've got marks on the dash too, again use the shammy & you can get dash spray which gives the plastics a nice shine & nice smell : )

heres some good stuff!

Bit of window cleaner, tiny amount on a cloth should do the trick. Test it on a small spot first though.

i've found that a perspex cleaner usualy works and leaves no smears, or you could try a few drops of vinegar on a sheet of newspaper.
