u can use orkut or vkut for this
use serch option in the orkut to find the community u want. Then join that community. from ther u get lots of friends to chat ....
or
u can creat a chat room for this in yahoo messenger...
from there also u can chat...
both of these cases u can get foreign friends also...
so
